I Broke My Fibula Over 2 Years Ago. I Spent

I broke my fibula over 2 years ago. I spent 2 months in a cast a another month in a boot still not allowed to bear weight. The bone did not heal properly and is fused togeather with scar tissue. My question is why the outside of my leg is still very tender? I have pain daily as well. Is this something I should have a xray of again. Walking does not hurt but my ankle will swell after a period of time walking.
