I Cut Right Next To The Nail Of The Index

I cut right next to the nail of the Index finger on my right hand with an exacto knife, it's bleeding, bandaged it for like an hour and was still bleeding, did I cut a vein? The finger is irritating me and feels almost like it's sending out pulses from the finger
