I Feel Very Lethargic, Sometimes My Lips And Whole Head

I feel very lethargic, sometimes my lips and whole head feels cold and not the rest of me, I get mental fog, and I have tpye2 diabetes --insulin resistant type and many times lately my blood sugar is 74 and has drop as low as 43. I can tell when it starts to bottom out. Will at a normal healthy number cause my symptoms? I sometimes wonder if I am having some form of mini strokes.?
