I For The Last Week Have 24hr Server Skin Itching

I for the last week have 24hr server skin itching on my shins the docter has given me hydrocortisone 1% but it has not helped the hair on my legs has gon shins due to diabitis2 buti have had that for some years now. I have resemntly started swimming and thought maybe that cases it but have not been swimming for 3 days now
