I Get Congestion In My Chest Annually With The Change

I get congestion in my chest annually with the change of the weather, it seems to be getting worse ( more stubborn). I can quite often hear a whistle or wheezing in my lungs when I breath and of course it gets real bad when I get sick. It's real hard to breath right now and sounds like rice crispies and a very annoying whistle. It also brings on a flowing nose for one to two days non stop. What can I do to get relief?
