I Get These Bumps On My Arms. They Look Like

I get these bumps on my arms. They look like pimples and can be popped like pimples but they have these long white strands that come out. I get them all the time. Sun, washing, lotion, or keeping dry doesn't change it. I had a doctor tell me it was something years ago and that it would go away on it's on 6 months to a year and I still have them. She said no medicine for it. any idea what it is?
