I Had A VNS Device Put In Last Year, When

I had a VNS device put in last year, when I was in surgery the surgeon cut my artery in my neck , now I get feelings of unbalanced and vision problems , memory problems, and my wife says my facell seems to be drooping on one side but all my blood work says no cholesterol problems etc. What could it be
