I Had A Mole Removed Last Year, When Tested Is

I had a mole removed last year, when tested is was stage 1, after 6 months it started to grow back, they removed a larger area with internal and external stitches. It was done 4 months ago. Recently it has started itching and hurts when pressed. Should I be concerned it is growing back internally? Or is this normal?
