I Had An Axillary Node Clearance And Mastectomy 13 Years

I had an axillary node clearance and mastectomy 13 years ago. Unfortunately I have lymphoedema in the affected arm and have recently discovered there is an operation called vascularised lymph node transfer which might help with this condition. Would this operation be available on the National Health and if not what are the approximate costs of such an op in the private sector?
