I Had Small Red Bumps Appear On Both Forearms And

I had small red bumps appear on both forearms and up to where tee shirt ended on upper arm. Right arm bumps are gone but still have redness dry skin on left forearm and a couple of non itchy red areas on elbow. what could this be and how can it be treated?
