I Had Surgery To Eliminate Stenosis Over 4 Yrs Ago

I had surgery to eliminate stenosis over 4 yrs ago in my neck to combat the loss of strength in my right hand. Now, my right arm has tingling in certain positions and my right hand is freezing as compared to the left hand in cooler temp., at about 65 degree. Is the new symtomp related to the previous nerve injury?
