I Have 3-4 Very Small Clear Fluid Filled Bumps On

I have 3-4 very small clear fluid filled bumps on my upper lip. I didn't even notice them until I was putting on my make up this morning. They did not hurt or anything until I realized they were there and messed with them. I've never had a cold sore in my life and I'm worried this is one. I was scared it was a cold sore so I went out and bought abreva and have been putting that on there. I'm not sure if that's irritating the bumps or not but the skin over them feels tight and is sensitive to touch now.

Does this sound like a cold sore?
How long after exposure do you normally develop a cold sore?
I haven't been around anyone that has had one lately that I know of.
