I Have COPD Also Have Been Diagnosed With Fluid On

I have COPD also have been diagnosed with fluid on the lungs long term uncontrolled high blood pressure .I have a cough that leaves me more breathless than usual plus swollen right leg and foot take to oxygen for breast cancer could you suggest a treatment for the cough as I am not sleeping can't lay down thank you
