I Have A 12yr Old Daughter Suffering Since End Of

I have a 12yr old daughter suffering since end of February with itching of scalp & back, cough, congestion, chest pain due to coughing and sinus pressure. after seeing dr for a month she was prescribed Ceftin and pro-air inhaler which helped but after completion she suffered with hives so we started Zyrtec per Dr. She is now 2 wks on zyrtec and is congested and coughing again and after 1 night without zyrtec she has hives on back
