I Have A 2 Year Old Jack Russell. This Morning

I have a 2 Year old Jack Russell. This morning during our walk he spotted a cat & decided he wanted to chase it. He was on a leash & now he coughs/gags with exertion, and is very shaky. I fear he may have choked himself. Could this be life threatening to him?
