I Have A 2 Year Old Kelpi Mix German Shepherd

I have a 2 year old kelpi mix german shepherd mix ridgeback- rescued 1 and a half year back. Since a year we have taken to vets and tried everything for his itching which moved from paws to chest and now it is over his eye lid and ears. The other areas have healed. Just eye lid area and over ears. He does not do this when asleep or during walks. Tried changing diet too.
