I Have A 3 Month Old Daughter When I Was

I have a 3 month old daughter when I was preg I found at 23 weeks I was using herion when I stopped I told my obgyn and they did a lot of ultrasound well the baby stopped growing and fell more than 3 weeks behind when I had her I thought she was having seizure so I took her to childrens in Pitt she had a scarey first two weeks of life I had a head ultrasound and two video eegs if she was at risk for anything like pvl or cerebal do you think that they would have found it ? I have been dying over this for the last three months and need help please
