I Have A Broken Blood Vessel On The Inside Of

I have a broken blood vessel on the inside of my wrist, this happened on the opposite wrist five months ago, my left leg was swollen and hot and throbbing last night that stopped me from sleeping, I've had tingling in my arm today and have history of blood clot, I'm not hurting other than my arm feels heavy, should I be concerned?
