I Have A Clicking Noise In My Ear Every Time

I have a clicking noise in my ear every time I swallow and it has been going on for about a year now, nonstop. The pops are fast and plentiful most of the time, but are sometimes slow, drawn out, and there is only one or two when I am stuffed up. Although I have always had problems with my ears, this is not causing pain. What could be causing this and how can I fix it?
