I Have A Client With Special Needs Male Age 24

I have a client with special needs male age 24 he has a small head looks a little like fasd but also was born with heart issue and has flat feet and they are quite turned in and a under developed penis he has some joint problems and mental delays the doctor said he's retarded could this still be fasd or is it something else ?
