I Have A Closing Of A Vein In My Upper

I have a closing of a vein in my upper right arm. They were going to go up thru my arm, but now they said the position where the stent would be, would be where it would be broken by a rib. So now they said they would go in and clean out the carotid to fix it. I don’t understand
