I Have A Dark Circle Around My Mouth And At

I have a dark circle around my mouth and at first i thought it was dirt and tried to scrub it off but then i came to a conclusion its not dirt its just my skin and my family is always telling me to wash my face and its not dirt. How do i get rid of it?
