I Have A Dull Pain In The Back Of My

I have a dull pain in the back of my head by my neck. It comes and goes, but I have been noticing it for about a year and a half. Sometimes my scalp is sensitive to the touch and it also feels different when I roll my head back, like I don't have the range of motion that I used to have. Is this just a tension headache or something else?
