I Have A Friend Who Is Overweight And For A

I have a friend who is overweight and for a few months now she has had swelling in her a legs and ankles and redness, now she has blisters and they have started oozing and they are painful. Cannot get her to see a doctor and have it checked, also she had a pacemaker put in several years ago. Could you please give me some insight on what this could be so maybe she will take it seriously.
