I Have A Grandson Who Is Twenty Two Months Old

I have a grandson who is twenty two months old and he only speaks like Mommy Daddy,oh just one letter worDs and not very many of them. He seems very intelligent and knows what you are saying but just won't try to talk. Should we be conserved or is this normal in some boy's?
