I Have A Green Dot Next To My Veins On

I have a green dot next to my veins on the top of my hand that is a cm in diameter. it looks exactly like a vein but it is not narrow. its just a circle. I've been having pain on the top of that hand that shoots down my wrist but I got an X-ray and nothing is broken. Could this be a blood clot?
