I Have A History Of Chronic Dry Eye And Allergies

I have a history of chronic dry eye and allergies and I have been wearing contacts for about 20 years. Today, I was scratching my eye, took out my contacts and noticed that the skin (I know it's not "skin" but I don't know what else to call it) is "loose" in the right corner. What is causing this and how should I treat it?
