I Have A Lump Along My Tibia Above The Calf

I have a lump along my tibia above the calf muscle that did not have any pain associated with it until today. It has been there for approximately a week and a half. I had my aortic heart valve replaced in 2012 and I've also experienced a few heart "flutters" off and on. This is not the result of a bump or accident.
Should I contact my doctor?
