I Have A Neighbor Who Put Some Things On A

I have a neighbor who put some things on a window sill. I took them off and put them in my trash. The whole neighborhood smelled and I disposed of it quickly. NEXT, an orange peel and God knows what in addition to other things have been near my threshold. I picked up the orange peel, which was worse than cleaning the items from the sill with metal utinsel work. I held the peel thing in my hand and it stung for a long time LATER. Should I be concerned where that evil came from?
