I Have A Overlap On My Lower Stomach From Overweight

I have a overlap on my lower stomach from overweight and surgeries where I was cut across there. I have a bumpy rash that is very itchy and burns. I have had a similar condition before and treated it with miracle cream. it cleared it up quickly. it does not help this rash and all and is only getting worse. should I see a dr. or is there some other treatment I can try
