I Have A Problem With Vascular Breakdown In My Feet.

I have a problem with vascular breakdown in my feet. The skin on one of my toes has fallen off after getting hard, it's left my toes raw & bloody. I have been cleaning with except wound cleaner. Can I use betadine & triple antibiotic ointment on it as well as a bandage? I need a bandage because of the bleeding.
