I Have A Question. I Have White Spots, But They

I have a question. I have white spots, but they do not itch, feel rather soft, and are raised up higher than normal. They so far only to appear to be on my shoulders, and when I try to pop or squeeze them, they don't feel anything. The spots are easily covered up, but they have the same feeling as bumps. I've had them for a couple years, and they seemed to have grown in numbers since then, and spread to both of my shoulders. Occasionally, I get a blackhead in one, but they don't tend to have any sort of infection in them. They only turn red when the skin around them is turning red from irritation.
