I Have A Rash Like Raised Itching Red Spots On

I have a rash like raised itching red spots on my legs. I have used hydrocortisone cream and fluocinonide cream yet nothing helps. Have had it scraped and no sure what he was looking for but it was negative. I have had this for about 3 weeks and have been to dermatologist twice . He's not sure. Can't you help
