I Have A Rash On Back Of Neck By Hairline,

I have a rash on back of neck by hairline, also above eyelid and forehead and above both eyes. I can feel when it is going to start by a tingling in the area and then redness appears and then a red rash. I cannot seem to tell when it is going to appear.
