I Have A Rash On My Hands That Comes And

I have a rash on my hands that comes and goes (although not all the way) it itches like poison ivy and the only relief I get is if I run them under extremely hot water. I seem to have become allergic to all lotions and oils, so there is nothing soothing I can put on them. sometimes there are little bumps with clear fluid, then the skin gets rough and thick. I am also very tired all the time.
