I Have A Rash On My Lower Legs Below My

I have a rash on my lower legs below my knee's. resembled poison ivy. has helps and when you scratch it it has raised up bumps that fill with water... I think. Had it for 2 months now. itches and I try not to scratch. Ive tried putting lot rim and nothing works. Any idea's what this is?
