I Have A Rash On The Back Of My Ankles

I have a rash on the back of my ankles that never heals as a child I had eczema and as an adult my hands use to get get blisters in between my fingers and itch and swell when I stopped working it healed up. I have never had this on my ankles in my life but 3 yrs ago I came in contact with poison ivy and it seems that it triggered this. Help I have no insurance andI have used everthing over the counter from steroid creams to athlete medicine.
