I Have A Rash On Top Of My Feet That

I have a rash on top of my feet that seems to get worse when my feet get hot or are exposed to the sun.
Also have small itch rash on both of my upper thighs. Not as bad as my feet. I've used cortisone, gold bond to try and get rid of it but it won't away.
