I Have A Recurring Rash Under My Eyes And On

I have a recurring rash under my eyes and on my neck which is also accompanied by swollen eyes.
I have been diagnosed with atopic dermatitis and have allergies so that is how I was approaching my treatment. Last year, my symptoms became more severe so I became concerned about another food allergy connection (I already have a known shellfish allergy). I kept a journal of my nutrition/outbreaks but my allergy doctor could not come up with any definitive correlations. I now have the rash again on the skin under my eyes which is very wrinkly and extremely itchy. I also have a rash on my neck that is itchy. Could this be something completely unrelated such as a fungal infection? The methods I am trying for relief as if it were eczema do not seem to be helping. Thank you for any guidance you can provide.
