I Have A Red/purple Line That Runs Down The Underside

I have a red/purple line that runs down the underside of my penis and widens at the base it then narrows and runs down the seem of my scrotum? I also have small spots on my penis especially at the base. I think they may be fordyce spots but the fact there are both these issues makes me worry its somrthing more serious.
