I Have A Red Ring Around My 2nd Toe. Started

I have a red ring around my 2nd toe. Started about a week ago. Was small around top joint and has spread to base of toenail and down to 2nd joint. Is hot to touch and very tender. No sign of any cut and seems to have started from inside. Have type 2 diabetes.
