I Have A Reoccurring Pain On The Front Part Of

I have a reoccurring pain on the front part of my ankle. It has been going on for about 3 years off and on. I would like to find out what this is and if needs surgery or just treatment? I walk quite a bit and it had me in tears a few years ago. So I put ice on it and it felt 90% better. But now it just came back and I iced it, but it only felt a little better.
