I Have A "scratchy" , Itchy Sensation On My Inner

I have a "scratchy" , itchy sensation on my inner forearms..went to the dermatologist and he said not a skin problem...he surmised it is my neck... i do have arthritis in my neck as I am a dental hygienist with effects over the years...been doing chin tucks and neck stretches ....nothing seems to help...
should i go get some physical therapy?
