I Have A Skin Problem Located In The Neck Area.

I have a skin problem located in the neck area. I saw two doctors about this matter and the first one told me it was eczema and to use Aveeno or Eurecin eczema lotion on the area. Didn't do nothing!

The second one thought it was an allergy related condition and prescribe me Reactine and I am putting Polysporin Itch Relief Lotion. It is so itchy sometimes, I could scratch myself with a fork but control the urge...
Is there something I could be to make this discomfort go away?
