I Have A Skin Problem Since I Get My Thorat

I have a skin problem since I get my thorat problem..tonsils.. My hands n foot skin becomes rough n black..in summer..when water is spread on infected area...skin becomes tight n swelled like fish skin..i dnt knw why..doctors once given me a halox s ointment to use...i get brnefitted frm it..but when i discontinued it again becomes as it is...is there any permanent cure for this disease ? Plz help me doctor
