I Have A Skin Rash On My Hands That Looks

I have a skin rash on my hands that looks like athletes foot. I went to a dermatologist whom prescribed me Flouocinonide 30 grams at 0.05%. This worked for a while but the rash has come back with a vengeance 2 weeks after discontinuing the treatment. What could this be?
