I Have A Small Cluster Of Veins On The Right

I have a small cluster of veins on the right side of my penis just below/being the head. No visible bumps or anything but it itches very, very badly. Its been like this for about 30 minutes, 2 times a day for about a week straight. Its becoming increasingly uncomfortable. Also it's not just there, it happens all the way around my penis just at the rim of the head and shaft except the top. What could this be?
