I Have A Swollen Vein That Goes Across My Penis.

I have a swollen vein that goes across my penis. In the middle theres one that actually sticks out. Today it actually started the tip felt reallh hot and my left testicle is in pain. I want to know how serious this is if in need to go to a hospital or if a clinic will do.
