I Have A Terrible Dry Skin Rash On My Right

I have a terrible dry skin rash on my right pointer finger and left thumb. The skin is extremely dry and is now bleeding and cracking. My dermatologist prescribed an ointment but it did not help. I have also tried several over -the- counter creams, etc. but to no avail. Help.
