I Have A Two Month Old. Not Everyday But Today

I have a two month old. Not everyday but today she has clear foam coming from her mouth and nose every time I lay her down. She has done this before but not after feeding always. Never milk after eating. It just seems that she is always congested in her nasal cavity. I am at a loss. She cannot get her breath when this happens and I have to pick her up, I turn her on her stomach and wipe away the mucasy clear bubbly mucus until she stops flailing like she cannot get her breath. I have never seen reflux like this and that is what everyone tells me. Am I crazy for thinking it is not normal.
